Unga lagöverträdare särbehandlas idag straffrättsligt. De ska hållas utanför kriminalvården och istället företrädelsevis bli föremål för insatser inom socialtjänsten. Syftet bakom samarbetet mellan straffrätt och socialrätt är att unga individer är sårbara, påverkbara och med en bristande ansvarsförmåga.
