Haiti and the Horn : crisis according to whom? : a qualitative scrutiny of the Congressional Research Service's crisis assessments
This paper is a qualitative scrutiny of two crisis evaluations conducted by the Congressional Research Service (CRS). The purpose is to investigate rhetoric used to analyse and assess the 2010 earthquake in Haiti and the 2011 drought in the Horn of Africa from a crisis management and disaster preparedness perspective.
